Jaro Fabry (1912 - 1953) was a well-known illustrator who chronicled the lives of the A list during the Golden Age of Hollywood. His cartoons were featured in Esquire magazine articles regularly. This rendering was featured in the August 1, 1937 edition of Esquire, which can be easily found at classic.esquire.com, searching 1937.
The watercolor was purchased at a Washington DC estate sale a few years ago. It is in its original red painted wood frame, which is in fair condition with signs of wear and age. The matting has the original quote from the magazine:"Giving You a Ticket Would Be the Usual Procedure—But I'm Open to Suggestion".
There is water damage to the matting in the lower left corner. There is no visible damage to the painting.
The visible painting measures 11.5 x 17 inches. The framed painting measures 15.5 x 22 inches.
